Assessment of Need
An Assessment of Need (AoN) is primarily used to:
- Identify the specific needs of an individual (e.g., healthcare, educational support, housing).
- Determine eligibility for state services.
- Design a care or service plan that addresses the individual’s unique needs.
The Disability Act 2005 outlines the Assessment of Need process in Ireland. It is a key element for accessing public services for individuals with disabilities. Under this Act it is a legal requirement for the health service provider (e.g., HSE) to conduct this assessment and to do so within strict time limits. The HSE have three months to commence the assessment and a further three months to complete the assessment. If you have applied for the AON and the HSE have failed to adhere to the timelines, contact our office immediately and we will advise you on submitting a formal complaints and if necessary obtaining a Circuit Court order compelling the HSE to carry out the assessment within a certain timeframe.
Services that may be identified through an Assessment of Need include:
- Healthcare Services: Physical therapy, medical treatments, surgeries, etc.
- Educational Supports: Special needs education, therapies, etc.
- Social Services: Social work, home care, residential supports.
- Assistive Technologies or Equipment: Mobility aids, communication devices, etc.
The Assessment of Need process is essential in ensuring that individuals in Ireland who require support can attract the protections of the Disability Act 2005.
The Act also requires the HSE to issue a service statement , detailing what services are to be provided to your child and the duration and location of same. If you have not received the service statement from the HSE, contact our office immediately.
